大正の終わりごろ、大阪の下町の小さな銭湯の看板娘・花田鈴子は、歌って踊るのが大好きな天真爛漫（てんしんらんまん）な女の子です。やがて、小学校を卒業した鈴子は「歌と踊りでみんなを笑顔にしたい」と思うようになり、道頓堀に新しくできた歌劇団に入ります。必死に稽古にはげんだ鈴子は、メキメキと成長、抜群の歌唱力で頭角を現していきます。昭和13年、鈴子は上京します。そこで、ある人気作曲家と出会い、大きく運命が変わります。鈴子は、作曲家の指導を受け、“スウィングの女王”と呼ばれ人気ものになっていきます。しかし、戦争が始まると、鈴子が置かれた状況は一変します。鈴子の歌っていた歌は「敵性音楽」となり、鈴子は歌や踊りが厳しく制限されてしまいます。さらに、鈴子の弟は出征。また、ちょうどその頃、鈴子の母も病気で亡くなってしまいます。不幸が重なり悩んでいた鈴子は、ある青年と恋に落ち、結婚を誓いあいます。しかし、青年の家族は大反対、結婚はなかなか実現しません。やがて戦争が終わり、鈴子は青年の子を身ごもります。ところが、青年は病にかかってしまいます。会えない日々が続き、そして、臨月の鈴子のもとに届いたのは青年の訃報でした。死に目に会えず、結婚もできないままの別れ。数日後、鈴子はひとりで娘を出産しました。鈴子は、ひとりで娘を育てながら舞台で歌います。そんな中、生まれたのが「東京ブギウギ」です。明るく、飾らず、全身で歌う、鈴子の真骨頂。戦後の傷ついた日本に、その歌声が響き渡ります。鈴子の歌声に合わせて、笑顔で歌い踊る人たちが日本中にあふれていきました。鈴子は“ブギの女王”と呼ばれるようになり、大スター歌手への階段を一気に駆け上がっていきます――
